Tales of Anegh: Where's Nomoran in Amkethran?

Hi,

I am trying to play the mod from Throne of Baal (I did not play it in Shadows of Amn), but I don't seem to find Nomoran the mage anywhere in Amkethran. Where is he supposed to be? Is he only appearing at some specific moment (like, after finishing Abazigal's lair or Sendai's enclave?
