Why does BWP PDF say not to install Avatar Fixes?

I've been using the BWP PDF as an install order and compatibility guide for a manual install of selected mods. Normally, when it says not to install something, it has a note with a reason, so I can determine if I actually need to not install it, or if it's just saying that to maintain compatibility with a mod I have no interest in installing and I can go ahead if I like what that component does. The problem here is that the note provided for not installing Avatar fixes is:

"Requires component 101
Fully compatible with Item Revisions"

Which tells me nothing useful about why it's saying not to install it, and whether I should actually listen to its instructions or disregard them.
